Description

The Climate Prosperity Fellowship Program was launched by the V20 Finance Ministers in partnership with the Boston University Global Development Policy Center at the sidelines of the 2023 Annual Meetings of the World Bank Group and the International Monetary Fund in Marrakech, Morocco. This strategic initiative supports the V20’s mission to mobilize global climate finance and accelerate climate-resilient economic transformation in climate-vulnerable nations.

The fellowship aims to strengthen the capacities of finance officials and policy leaders from V20 countries by empowering them to design and implement their respective Climate Prosperity Plans (CPPs). These plans represent a new paradigm of development—one that shifts away from survival-based climate responses toward pathways that enable long-term prosperity through low-carbon, climate-resilient growth.

 

The program offers an intensive curriculum that enhances participants’ understanding of international financial architecture, with a focus on reforms vital for CPP success. It also develops skills in policy negotiations, advocacy, and financial strategy—tools necessary for unlocking domestic resources and accessing international climate finance. Through engagement with debt reform mechanisms, carbon financing instruments, and financial flow realignment, fellows are equipped to tackle critical barriers in climate plan implementation.

 Eligibilities

Eligibilities:

  • Citizen of a V20 member country.
  • Mid to senior-level experience (five to 10 years’ experience) in international affairs, public policy development, and climate/ environmental/ sustainable development.
  • Fundamental understanding of macroeconomic concepts.
  • Diligence in attending weekly virtual sessions and complying with assignments.
  • Availability to travel abroad for in-person training sessions organized throughout the fellowship period.
  • Interest in undertaking intensive training in debt sustainability analyses.
  • Determination to work and share information with their national government and national stakeholders after completing the fellowship. 
  • Enthusiasm joining the growing network of fellows to advance common priorities and mutual learning. 
  • Familiarity in using Microsoft Excel. 
  • Proficiency in English.

The Climate Vulnerable Forum (CVF)

Oranisation Overview

The Climate Vulnerable Forum (CVF) is an international partnership of 74 countries highly vulnerable to a warming planet. The Forum serves as a South-South cooperation platform for participating governments to act together to deal with the climate emergency.

The CVF membership comprises countries from Africa, Asia, the Caribbean, Latin America, and the Pacific and represents 1.4 billion people worldwide.

Member countries, represented by their foreign affairs minister and/or the environment or climate minister, are championing “development-positive climate action.” This concept, central to the CVF’s mission, emphasizes three key points:

  1. Climate-vulnerable countries must prioritize long-term development while addressing the immediate urgency of climate change. This means ensuring their strategies tackle both challenges simultaneously.
  2. The true success of climate action lies in empowering vulnerable countries to achieve prosperity and meet their development goals.
  3. Accelerated progress towards sustainable development goals will act as a catalyst for more ambitious, transformative, and long-lasting climate solutions.

The V20 Finance Ministers is the dedicated dialogue and action-oriented platform of the Finance Ministers of the CVF to translate its development-positive climate action agenda into real economy financing, investments, and outcomes.

It aims to promote Climate Prosperity with ambitious economic and financial resilience strategies that advance the Sustainable Development Goals, 30×30 Global Biodiversity, and the 1.5°C safety threshold of the Paris Agreement.
