THE ROLE 

The Temporary HR Officer will support the process of attracting and hire high-quality candidates across the assigned Save the Children Uganda program location. This role will support the HR department in ensuring timely, compliant, and inclusive hiring processes to support the urgent programmatic staffing needs.

The Temporary HR Officer may take on additional HR related tasks as and when asked to do so.

KEY AREAS OF ACCOUNTABILITY:

Recruitment and Onboarding:

  • Manage the full-cycle recruitment process including sourcing, screening, interviewing, and onboarding for all levels of staff.
  • Collaborate with hiring managers in the development of job descriptions and recruitment strategies.
  • Advertise the job vacancies on appropriate platforms to attract the right candidates.
  • Coordinate candidate assessments, reference checks, and selection processes in line with organizational policies.
  • Ensure all recruitment practices comply with SCI Ug HR policies, donor regulations, and local labor laws.
  • Maintain accurate recruitment records, generate and ensure approval of recruitment reports
  • Develop and maintain a database of qualified candidates for critical and frequently recruited roles.
  • Facilitate and coordinate the onboarding process for new field staff, ensuring they receive all necessary resources, training, and policy orientation.
  • Provide feedback to the unsuccessful candidates after the interview process is complete. 
  • Responsible for drafting all Community Based Volunteer (Teachers) contracts, ensure accuracy and compliance with the policies and applicable laws.
  • Work closely with the Project Officers to ensure timely and accurate update of the Community Based Volunteer (CBV) database and the Volunteer Management System (VMS) with all the hired/contracted Teachers.
  • Assist in other HR/Admin related tasks as and when asked, including but not limited to Performance Management and Development, Policy Compliance and Documentation, HR Reporting and Analytics, Health, Safety, and Staff Well-being, Assisting in special HR projects or initiatives, keep updated with HR best practices in the humanitarian sector, especially those relevant to field-based work.

To be a strong supporter and advocate for children in this role you will need to have

QUALIFICATIONS 

  • A first class or 2nd Upper bachelor’s degree in human resources, and or Organisational Psychology is required.
  • At least 3 Years relevant working experience in a busy HR environment – especially in managing high volume recruitments within short timelines.
  • Demonstrated understanding and proficiency in the field of Human Resources Management and ability to work under minimum supervision.
  • Good understanding of national legal requirements relating to HR, including labour laws and administrative laws.
  • Good understanding of employment related statutory requirements, organizational policies, systems and procedures formulation and management.
  • Good Interview, negotiation, listening and counselling skills.
  • Strong experience within recruitment, operating at different levels of the business, and familiarity with competency models
  • Experience and capability with regards to direct sourcing approaches
  • Highly developed cultural awareness and ability to work well in an international environment with people from diverse backgrounds and cultures.
  • A sensitive approach to advising and mentoring staff and to dealing with critical issues.
  • Excellent planning, coordination and reporting skills, with the ability to organize a substantial workload comprised of complex, diverse tasks and responsibilities.
  • Creative and visionary   
  • Ability to intervene with crisis management or troubleshooting as necessary. 
  • Highly developed interpersonal and communication skills including influencing, negotiation and coaching
  • Computer literacy and excellent documentation skills are a must.
  • Excellent time management and planning capacity
  • Very high level of integrity is required for the role.
